About
The Manor ISD Education Foundation is a 501 (c) (3) non-profit, tax-exempt organization whose primary goal is to go to exceptional lengths to generate a variety of resources to meet the extraordinary needs of the Manor Independent School District. MEF was founded in June 1999 and has since been dedicated to to raise funds to promote and enhance the educational outcomes of Manor ISD students by providing scholarships and serving as an advocate for the District within the community. The MEF is a separate entity from Manor ISD but collaborates with the district to deliver on its mission.

Regular meetings of the M.E.F. Board of Directors are held quarterly.

Lucy Cochrane

Lucy Cochrane

President

Lucy Cochrane has worked in education for over 30 years, as a teacher, administrator, parent, mentor and consultant. She taught math at Manor High School for seven years before becoming an Apple Education Consultant, working with over fifty central Texas school districts.  As a district administrator, she oversaw curriculum and instruction, accountability, assessment, program evaluation, technology, advanced academics, ESL/bilingual, continuous improvement, dropout prevention and grants.

Mrs. Cochrane received both her Bachelor of Science in Education and Master of Arts in Curriculum and Instruction and Instructional Technology from the University of Texas at Austin.  She worked in Manor ISD for 24 years and has served on the Manor Education Foundation gala and golf tournament committees.  As a parent of two Manor ISD students, she volunteered at many Manor ISD school activities.  Mrs. Cochrane has been married for 25 years and enjoys skiing, gardening, traveling, and spending time with her family.

Pam Uhr

Pam is an experienced business woman with backgrounds in real estate development, brokerage and construction services. Pam, through her company, PuhrSite, LLC, is active in all three sectors today through her investment properties, her consulting services and as an independent contractor with Elgin Butler Company, a manufacturer of structural tiles and bricks.

Pam has been active in brokerage and development in the Manor Market for over 20 years. Her Manor civic contributions include cofounder of the Manor Economic Development Corporation and years of service to the Manor area school children with appointments to Manor Independent School District Superintendent’s Advisory Council, mentoring at the Junior High level and as a Board Member of the Manor Education Foundation.

She is married and has 3 sons, a stepson, a stepdaughter and 3 grandchildren.

Tim Howell

Prior to founding made4gov, Tim worked at the City of Georgetown as a Project Manager, the City of South Padre Island as the Information Services Director and the City of Hutto as the IT Manager. During his tenure he helped transform these organizations with the use of technology and went on to receive praise, awards and recognition throughout the State of Texas for innovative and creative uses of technology.

Tim served as President of the Texas Association of Governmental IT Managers (TAGITM), on the State of Texas Information Technology Strategic Advisory Committee and various other committees both in the public and private sector.

Tim graduated from Bellevue University with a Bachelor’s of Science in Technical Project Management and is a Certified Government Chief Information Officer (CGCIO) graduate. Tim is a frequent writer and speaker on numerous topics including innovation and government technology.

Dustin Haisler

Dustin Haisler is currently the Chief Innovation Officer for e.Republic. Prior to that, Dustin was President of KlabLab, Product Strategy Director for Spigit, Inc. and the former Assistant City Manager and Chief Information Office (CIO) for the City of Manor, Texas. Dustin has worked with numerous Fortune 500 companies, government agencies, academia, and non-profits across the globe on innovation and engagement strategies.

Dustin graduated Magna Cum Laude from LeTourneau University with a Bachelor’s of Business Administration. Dustin is a frequent speaker on innovation and also serves on numerous public and private boards throughout the world.

Alex Frantz

Founder of Smart Mouth Productions, has 20+ years marketing and promotions experience in education non-profits and the private sector.  He received a BS in Advertising from the University of Texas at Austin.  Alex developed a strong sense of devotion for education-focused non-profits while leading the marketing and publishing efforts of Texas Association for Supervision and Curriculum Development.  A native Texan, he now splits his between Los Angeles and Austin.

Cindy and Jimmy Ferguson own and operate many of the McDonald¹s in the Greater Austin area. Ms. Ferguson brings business and finance expertise to our Board and she currently serves on the RMHC Board in Austin and she is also a founding member for the Rotary Club of Elgin. She serves on the PR Committee for the Greater Austin Coop and is the Treasurer for the Houston Regional Leadership Committee.

Manor ISD Board of Trustee

Mr. Matildy (Sam) V. Samaripa Jr. previously served as Manor ISD Trustee from 2007 to 2016.  Mr. Samaripa was elected to the Manor ISD Board of Trustees in November 2018 and has now completed over 10 years of service as a Manor ISD Board Trustee.

Mr. Samaripa is a proud graduate of Manor High School where he earned the distinction of being a member of the National Honor Society.  After serving honorably in the U.S. Army for 3 ½ years (Vietnam Era), he attended the University of Texas at Austin and earned a bachelor’s degree in Business Management.

Mr. Samaripa and his wife, Rosemary, have been married for 44 years and have three children, all who have graduated from Manor ISD. He strongly believes that Children are first, last and always, our number one priority.  “Their education is essential for them to become successful and contributing members of society. We need the assistance of our entire community to support Manor ISD in providing an education second to none for every student and to make Manor ISD a true Destination District.”

Manor ISD Board of Trustee

Janie Guerrero is currently a Manor Independent School District Board Trustee elected in 2016.  Mrs. Guerrero graduated from Austin Community College with an Associate degree in Criminal Justice and a minor in Corrections.

Formerly a Travis County Deputy Constable and a Parent Support Specialist.  Mrs. Guerrero has dedicated her time serving and volunteering at Austin ISD and Manor ISD and participating in the following committees:  District Advisory Committee – Campus Advisory Committee – SHAC Committee – PTA – PTO Band Boosters – High Steppers

Mrs. Guerrero has served as Chair for the Manor ISD Parent Engagement Committee and serves on the School Safety Committee and the LULAC National Educational Service Center as a Board Member.  Mrs. Guerrero is married with four daughters and three grandchildren.

Tim started with Bluebonnet Electric in 2015 as  Manor Community Representative, Tim graduated from Manor High School in 1981 , attended Concordia Lutheran College. Tim  worked 11 Years for the City of Austin at Robert Mueller Airport and with KST Electric located in Manor for 21 years  He is involved with the Manor and Elgin chambers.
